I am an Italian PhD student and I recently moved to Basel.
I have submitted a request for an exemption from the payment of compulsory health insurance: I am technically entitled to it as non-working student from the UE.
The problem is that in order to give me the exemption they are asking for a copy of my residence permit. The thing is hasn't arrived yet. I only got some provisional document stating that I should be granted a L residence permit.
Has anyone ever been in a similar situations and can offer solutions?
I have time until December 27th to get get an exemption, after which I will need to start paying insurance (which I really would like to avoid).

I was just wondering if anyone else had ever been in the same situation and maybe had managed to convince them to accept the provisional document.
On the other hand, it would also be useful to know if there is any way to enquire regarding the status of the proceedings for the issuing of the final permit.
I guess the issue here is that non-working PhD student is not the average situation. Usually, PhD is "formation with employment", therefore students pay the mandatory health insurance. The authorities want to verify that you're not "working". So, how can you prove that? A bank account with enough funds to show you don't need to work, a foreign scholarship which is not an employment contract, even a letter from the professor you're working with explaining you're not a "salaried worker of the university".
