We've got one but I'm married to a Swiss and we married here.
Basically it's a book which records marriage, birth and death.
The family book as you call it is the 'livret de famille' issued by the state. It's an official documentation recording you and your partner's name, origins, act of marriage etc.. and with it registration of births. It is an important document and you have to have it.
I'm not 100% sure but I think you might have to ask at the ̈'Police des Habitants', where they issue all legal documents like visas and permits ??? And, you have to pay a nice healthy fee, of course !

Maternity leave should be coordinated with your HR department so perhaps start your enquiry there. The birth certificate of your child should be enough to satisfy their payment requirements.
Min eis not even a "booklet2 as such but more a folder where you put all original certificates.
If you are not Swiss just present the same documents from your country of origin.

1) The maternity pay that the employee gets
2) The reimbursement that the employer gets from the state
For 1) typically an employee does nothing and simply continues to receive their salary (or % of) for the number of weeks which are stated in the contract
For 2) the employer needs some documents from you in order to claim the money back from the state.
