Fribourg canton new dog authorisation requirements as of 01.01.2024

"As of 01.01.2024 and following the entry into force of the amendments to the Dog Keeping Act (HGD), Article 19 will be repealed. All owners of dogs subject to authorisation will be contacted individually.

Owners wishing to acquire a dog on the list drawn up by the Council of State must apply to the Service. The Service determines whether a detention permit can be issued and under what conditions.

Applicants must complete an application for authorization to keep dogs of the listed breed (Form 3a), which they send to the Service, which must be accompanied by the required official documents. Upon examination of the file, the Service determines whether a detention permit can be issued and under what conditions.

Emolument
For dogs subject to authorisation, an invoice of up to CHF 500 will be sent to the applicants upon receipt of all the required documents. They are then summoned for a conductivity assessment with their dog.
Applicants wishing to keep more than one dog subject to authorisation must complete an official 3a form for each dog. To keep more than four adult dogs in the same household, they must also complete the form “Application for authorization to keep more than four adult dogs” (see section: More than four adult dogs)

Remark
A permit is not required when a dog subject to authorization is brought into the territory of the canton for a temporary stay of up to 90 days, provided that the animal is kept on a leash and provided with a muzzle."
