Have looked in the big Migros and Coops but all stock only A4
Any suggestions of shops / websites which sell legal size paper (21.59 cm x 35.56 cm) for printing?
You'll struggle to find it over here. Almost the entire world is geared up for the ISO/metric system of paper sizes, and outside of the USA & Canada, legal-size paper is unheard of.
If you need it for something specific, the best plan is to get someone to bring you a stash from the States, or to order from a US-based supplier.

Some online-shops, specialized in professional customers, purchase US-sizes, too. And sometimes I've found purchasers on Ebay
We also have both legal and letter-size paper in Mexico, A4 is quite uncommon down there.
Went to a copy shop and they readily agreed to cut down larger sheets to size.
For the quantity I needed (~ 100 sheets, two different colors) it was 10 CHF, much cheaper than ordering online.
Would be easier to use the global standard of A4 at least global outside of the myopic view used in the USA
Most offices have paper cutting machines where you can get this done at no cost
