Can anyone recommend a VPN connection to get IP address for France for an IPad. I got Lamnia for UK working very well, however I couldn't find one for France. I appreciate any suggestions.

Just gave this one a try - I'm sure it does the job of hiding your IP address OK, as it definitely lets me get into bits of, for example, bbc iplayer that are normally blocked, but sadly doesn't actually work for downloading/viewing the content thereof. It's clearly not just routing everything direct to you, but first trying to download it on their server then resupply it to the user (or something a bit more technical, but like that) and is failing to do so correctly.
I'l not be trying that one though, because
a) They want you to pay for it.
b) they want you to load a program on your own machine even just to try it out (do I trust them? No, I do not)
c) it's _way_ OTT for what the OP's asking about. Best get a tinfoil hat while you're about it... and do watch out for those black helicopters
I use HMA! Pro and it serves me well watching US and UK channels. You could also try StrongVPN which is second best for me.
