Residential retail tariffs normally follow the market price development with a time lag. This is because utilities usually buy electricity on forward contracts, i.e. they will have bought for 2024 in 2022 or 2023 when prices were still higher.

What is critical for Switzerland is to have a full integration with EU power markets. That is why a new Framework Agreement or extended Bilaterals with EU are necessary.
