your best off outsourcing it online, websites like People Per Hour. you will get much cheaper rates for SEO, save a fortune
Although there is a place for those freelance platforms (e.g. I use them for product photo editing and translation work), if you want to work on your local SEO, it is really adviseable to get a local agent, who speaks the local dialect, maybe knows the business environment in the area a lot better.
Also I found that there is no accountability using these platforms.. What if something goes wrong? SEO-work shows normally off only after a few months, by then the agent already has been paid and it's too late to give a review. Local agencies, they will greatly rely on your reference for further business instead.
