No, as it’s not really legal in Europe I don’t think. Maybe the Netherlands possibly, but that’s it. Otherwise America.
Or google “how to make cannabis oil for cancer” and find out how to make your own.
Careful with this. A lot of people are blowing up their houses attempting this. They stuff a glass tube with material, run butane through it, catch the drippings, condense it down as 'honey'. I saw it on youtube.
A friend of my daughter's made some in my kitchen a couple years ago in a saucepan filled with alcohol and cannabis.
I would not do it with a gas hob, and without good ventilation, though.
If you want to be more ecological, one could recuperate the ethanol for another use as in a still, in fact one of those personal grappa stills they sell around here should work quite nicely.

In the 80s/90s cannabis oil was treated like Heroin, Cocain. That changed.
At the moment you pay a fee of CHF 100 if the police catches you with less than 10g Marihuana, 5g Hash or 2.5g oil. More will lead to a legal process.
If your intentions are for making cannabis foods, which I suspect to be the case in light of the condition, although vaporising as one other poster mentioned is an option though I suspect could be equally irritating as beneficial, then use hash.
For edibles, I believe sauteeing in lots of butter, then straining out the solids would do.
*Legal in the UK. Does not contain any THC (the bit that gives you a trip)
In Vancouver, Canada, there are compassion clubs selling marijuana and marijuana products for those with medical issues. Our doctor (in Canada) suggested we tried it and just warned that some people react funny to marijuana - I suppose this falls under the "heads up" to the humongous list of side-effects of any medication.
A letter from the doctor was required. Even though marijuana is illegal, the law turns a blind eye and doesn't create any problems like closing down these places - otherwise those 6 BILLION DOLLARS from the marijuana industry (who are these people???) would have to be taxed.
Although some places look seedy, it is pretty safe to get the stuff needed. We tried several concoctions. One type worked very nicely - a CBD glycerin solution - no highs, very good sleep, reduced anxiety levels.
The oil you are asking about gave my a high - I am the guinea pig for marijuana related stuff - and my OH got a high and muscle spasms, but not for too long, about 30 min. of YMCA coordinated movements - very funny on one hand, but on the other hand, I had the phone next to me for a 911 call in case of something serious.
If you need the the oil including THC, if you buy in CH you'll need to get it across more than one country borders, not really something advisable.
In either case you may want to contact the Apotheke Langenthal (google "aptheke langenthal fankhauser") on how to best proceed. That drug store specialices in medical cannabis use, which under certain circumstances is legal in CH since the last drug law revision a few years ago. They won't be able to help you to do anything illegal, particularly smuggle it to Serbia, but they may know the legal situation in ex-yugoslavia countries and if there are medical exceptions, or else direct you to people who know. What you are looking for may be their "Dronabinol".

Edit:
Up to 1% THC are allowed in Switzerland, that may make ordinary hemp a viable alternative. Regulations in other countries may of course differ.

That should keep you busy either replicating the recipe or looking into acquiring the tincture. If you're successful, please report back!

Not sure whether it's legal and when it stops being legal though. In the Netherlands, these kind of things are somewhat of a grey area.
