I would like to know which part of time would be safe to rent an apartment with garden so that my dog can enjoy more space.

Not really, Biel/Bienne is still pretty much the same as it was then.

Biel-Bienne has a bad reputation as many low paid workers live there, and there are a little more than their fair share of foreigners. The road from Biel to Bern has many high rise blocks of apartments, and you would probably avoid this area anyway.
The nicest area I think is in Nidau, near the river, canal and the lake, and the rental there is not too expensive.

What do you mean by this? Why are they "low paid" and by foreigners, do you mean the kind that are harder to employ and therefore cause more trouble than others?

There are a lot more gangs of african refugees (mainly Eritrean) housed in the cheaper blocks these days and the usual congregation of dodgy folk outside the Bahnhof.
However, this is the case for Solothun, Aarau and many other smaller nearby places over the last 2 years.
Why not spend a few days there first?
It it still a nice town - unless you are moving from a gated community
My brother in law moved from Biel to Solothun and wished he had stayed in Biel - he goes back regularly.

Living in Basel, I'm guessing it is similar...but on a smaller scale.
I also recommend a visit. We live in Biel and are very happy here. Biel is much smaller than Basel though and has a very different vibe.

Biel is a fine place to live though nothing outstanding about it. I have seen the place myself and have few friends living there who work there in the watch companies and their kids go to the local schools. I have not heard anything bad from them. It is very multicultural town where people are more accepting of others as compared to some other large places (its subjective..). It has both the vibe of french and german areas. People do not expect you to be fluent and correct in your french or german and they are happy to accept the mistakes (though this could be bad for your language learning, if you must).
