Is it "normal" for German children to play naked ? Hardly. Also in München or Stuttgart or Köln or Leipzig it depends on place, timing and circumstances.
And it was, in A/CH/D/F/BE/NL a lot of a difference BEFORE the 1966-76 time.
And while the generation who brought about the change is now getting into its 50ies, 60ies, 70ies and even 80ies, most have kept up the tolerance of younger days
It is pretty cool that the kids themselves are oblivious to nudity. Of course the parents knew; if the kids had been used to parade around in suits, they would have screamed and giggled stupidly at each other. Instead - they just played.
There is no freikorpkultur where we are, must be the German nudist thing..I was a little disappointed, but after having a couple of evil eyes in the local pool, and not seeing anybody's kid without trunks and all, I didn't dare stripping my child nude like I would do back home. People don't like to put swimming trunks on kids back home since kids shouldn't hang out with wet clothes on, up until about 4yr. I am glad it is ok somewhere here.
I am a little surprised I have to say, but I think it's cute, and so different from many of the western ridiculously over protective countries. I am a nanny, and my charges run around naked all the time....not out into the road, or down to the local shop mind you. But even if they are out and want to play in the water, I still make sure the older two (5 and 7) keep their underpants on, but the 2 year old I let run around naked.....mostly due to the fact that most of the river/body of water would be sucked up into her nappy ha ha!)
In the UK, when I worked in a nursery, everyone is so overprotective, that you can't even be on your own changing a child's nappy, there needs to be another member of staff with you! Seriously, and abuse still happens in the UK nurseries sadly, so it just goes to show it doesn't really matter. I love how the Swiss are so much more free with their health and safety, children are allowed to climb TREES and cook sausages over an OPEN FIRE and walk to kindergarten by THEMSELVES . Shock horror! If a four year old went to nursery by themselves in the UK it would be neglect! I hope the Swiss culture and relaxed laws don't change....but I CAN understand why someone from a "nanny state" type country might be a little shocked...
It's all relative. Every Friday, our oldest (6) goes off with the entire kindergarten class of 16 children to the forest around our village to frolic around... how many teachers supervise this, I hear you ask, 1. And it's a man! A MAN! YES! PAEDO!
That's right 1:16... you'd not get that in the UK. To go out on such an outing you'd need a ratio of at least 2 adults to each child to cover all bases, along with hi-vis jackets, work-approved boots and helmets. Hence it never happens,
By that age the children would also be swatting for the next pointless government test of their (in)ability, with parents worried about whether little Stuart can read and whether Samantha can complete her maths homework.
Let children be children, heh?
A friend of ours was shocked that our son might not be able to read at this age. Never mind that he's already bilingual...
Yes, we know how you Czechs are, our friend likes to go skiinny dipping in the pool on Jan. 1 in Ticino, but he'll have a tough time next year as the liner is broken and the pool dry!

...for all those who think that "oh, it's Switzerland...and let kids be kids", why don't you think of the perv possibly taking pics with his camera phone and pleasuring himself with a picture of YOUR child...or maybe take it a step further, sharing the pic online with other likeminded pervs....or taking it even further and snatch Billy or Sally on the way home after school is out. And don't act like such horrific crimes don't happen in Switzerland. Just because the system is lax in terms of personal rules and protection doesn't necessarily mean that it's safe. Just saying.
