SVP in Zug want to raise the language level for naturalisation to B2. Not clear if this is just for normal or also facilitated (prob not as I think these requirements are federal?).
I’m surprised they don’t want to add a Zugideutch requirement. Now that would show intergration!
Hate everything the SVP/UDC do and stand for. But for naturalisation, B2 makes sense. Basic communication and understanding.
B2 is a LOT more than basic communication and understanding.
Level B2 refers to a candidate who is able to clearly and spontaneously communicate in a more detailed manner. ETS Global describes this level as those with the ability to be a bit more independent though not yet an experienced speaker, and without the nuances of more advanced language. However, a B2 user is able to understand and be understood in most situations.
So yes, basic communication at a more confident level.
For naturalisation, I think it is fair enough. People will have to understand complex issues to be able to vote, for instance.
