Same old question but never a clear answer with a quotable law:
A new bar just recently opened across the street from my apartment, and almost every night loud music, people making noise until 1-2am.
I called the police tonight, they did come and left after 3 mins but the noise did not reduce a single bit. I will go talk to them tomorrow but I want to have an idea about the laws regarding noises from bars. For noisy neighbors the laws are clear but for bars they might be different?

The laws against noise are the same. After 10 pm the doors and windows of the bar should be closed, and everyone drinking inside.
Complain at the Hotel de Ville, not to the Cantonal police.
What has the Hotel de Ville got to do with it?!!
I believe in French, Hotel de Ville just means municipal office.
My apartment building has investigated this thoroughly via ASLOCA in Geneva.
(1) If you have a company owner: your best approach is to apply for a decrease in rent - preferably with others in your building - on the basis of the noise if you can prove that the situation is different from when you moved to the address.
The police are not going to take any notice of tenants. The only people who may get attention are owners. If your building has a corporate owner they won't care about the noise, but they will care about the rent, so it may encourage them to do something about it and if they won't, at least you can get a cheaper rent.
Take photos and video so the problem can be demonstrated.
Also, write to the bar formally advising them of the situation and get a reply from them. The bar will not want to be closed down. However, they are all very happy to try to get away with outdoor drinking since that's what smokers want and therefore the non-smokers hang out there too. And, of course, they make more money.
(2) If you have a human landlord, you should tell them. The last apartment I lived in was near a bar that had up to 100 people outside until as late as 5am on Fridays and Saturdays. When I asked my landlady what I could do about that, she took immediate action and indeed the licence of the bar was changed as a consequence. Or, at least all the people went away.
