Well, it might damage the reputation !
And if I see the extent of work done to achieve something which might have been achieved with some humour and direct talk, I am irritated. We had two schoolboys throwing down waste from their balcony onto the grass below for months. I am the newest apartment holder, but first talked to the two rascals (quite sympathetic in a way but a nuisance for sure) directly, then once with their mother and finally with the father whom I informed that we (holding enough evidence to prove the point) would have to contact the house-administration-company but would love to get the matter solved in a civilized way. The lawn behind the house now is clean ! There were numerous "vehicles" (tricycles, children bicycles, etc) right in the doorway on here. An elderly neighbour yesterday moved the whole collection outside and asked me for help. I placed an information sheet telling people not to fill up the place. The first one disappeared overnight but I have it on the computer and so could replace it without trouble. The hallway is free now, whatever. The Portuguese neighbours had the habit to "close" their doors with the bang of a starting fighter-jet. I some time ago started to get to the doors, open the door and say "ah, hello, ......" without complaining, and now they have started to close their door just normally. No, really, I only involve the house-administration for purposes where it is absolutely necessary but not for every small thing. In the apartment block on here we have 21 apartments, more than 12 nationalities and some three or four "races". Hell for a racist, but very very nice if you are open-minded. There are cellars, but somebody of the house-adminstration gave me the compartment which apparently was with somebody else on here. Who then later on complained that I had "taken" his one. I checked things up, and then asked the house administration for their approval to have compartment nr .... handed to Mr K.... and family which they did. No no no, again I am in favour of flexibility.
You of course can "succeed" with the help of recorded-happenings, contacts with lawyers, administrators and policemen, but in the end, the ambiance and emotional climate will be in the third cellar.
