You said it had just 3% charge when you returned to the car, which is incredibly low. I'm surprised you would allow your car to get that low in the first place. But it also means you would have had less than that when you put it on charge, unless they ran over to your car and unplugged it when they saw you leaving it on charge...
Is it possible that you thought you had connected the cable but you hadn't?
Go the and charge your car and sit in it with a book to read and a snack... maybe the person will come out and speak to you and you can then talk to them.
Don't you think it's a bit of a coincidence that the car is unplugged and there is a passive aggressive note on the window? Sigh.
As a Hybrid it could have happened.
Also if there is a curtain twitcher staring at that spot all day I wouldn't be surprised if they had it unplugged in 2 minutes

Is the charger in the property or on the road? That looks quite private in my mind and I can't see where they'd place on on the road.
I used to use the one at Säumerstrasse quite a lot before I had my home charger, as it is quite cheap.
It doesn't look like your typical charging spot though. You are basically outside someones apartments.
My Model X could take 4 hrs to charge so I left it quite often.. Never had any problem though.
Maybe they'll do it to a Tesla next and be caught on their cameras

Also, ignorance may have been relevant here. There's some people out there who think EV = Tesla. So, other electric cars are "blocking" the charger.
Anyway, there's a crazy neighbor. Reason is useless.

However, depending on where exactly you park, you might be on the property of the house behind the charging station. Streetview has not been updated yet so it is not quite clear where the parking space is ( https://www.google.com/maps/place/S%...02!4d8.5523426 ).
However, if you park and charge within the marked parking space you should be fine. Possibly you may need to check whether overnight parking etc. is permissible (if you should be leaving it overnight). Some communes consider overnight parking on public ground to require a parking permit.
I guess the house owner is a bit pissed with people parking in front of his house...
I plugged it and also start charging with my app. Then I didn't look at my app. So it was charging when I left the car.
I stayed in the car sometime before. The first time, the owner, I guess looked at me when I was plugging, I did asked him if it's OK? He said yes of coz, if u pay. Then I charged and sat inside. Nothing happened.
You can see on the charger whether the car is charging or not when it is plugged in.....(think about all those little flashing lights, that's a clue)
Another laundry analogy: it reminded me of my neighbor who had removed removed my laundry, put in his instead and left a note "it's not your day" (it's no-ones day, and generally the laundry was not allowed on Sundays).
