I am Non eu moving to switzerland in this month on L Permit which will be valid for 1 year, I will be staying in sharing apartment for temporary, I will apply residence permit once I come there with the C/O someone's address.
If I want to initiate family reunification (dependent) visa within switzerland for my husband and 5 year old daughter can I submit my residence permit
Or any changes required for not to get rejected by canton? I have no idea

I don't believe non-EUs on a one-year L permit have the right to family reunification. You can apply, but it is not guaranteed.
Your profile says your location as India. Unfortunately, for some reason, the Swiss authorities seem to take a very long time to verify documents and conduct interviews in India. There is virtually no chance you'd receive permission in two weeks as someone mentioned they had in the other thread.
