Just for info, more recent Swiss drivers licenses (for everyone who got one for the first time after 2007 or so, including yours truly) do have an expiry date. Every new driver goes through a 3-year probation period in which they have to do 2 advanced driving courses and mistakes like being 20+km/h over the limit will earn you an instant license removal and having to redo the theoretical and practical exam.

However, mistakes like being 20 kph over the limit... you make it sound like a bad thing. 20 is a fair bit, and gives you quite some leeway! And the time to hit people with 300-500 franc fees is when they're young and the lessons will make an impact, I think.
