Pedestrians in Germany-red light

No clue what you are talking about tbh, or what a library where one by contract agreed to pay money when something is returned late has to do with it.

Ordnungswidrigkeit by law is a small offence and punishable by a fine. (tho punishment is not mandatory and up to the discretion of the officer who sees you doing this)

Also a state cannot give you a fine for something which is not forbidden.

So yes it is forbidden, and every smart lawyer will agree.

A little bit of civil disobedience puts that " zing " in the day.

You live in the big bad city. Here in the sticks people will stand and wait for the light to turn, even when there are no cars around.

Did you know for example that if you break certain rules of the road while on your bicycle , they can take your driving license away from you, if doing the same thing in a car would also lead to a loss of license . Only if you don’t have a driving license you can walk away from the same offensive with a minor fine . And anyway you can immediately do the same thing again seeing you don’t need a license to ride a bicycle .

Doing offences when participating in traffic can get one points in Flensburg, and to many points can cause a drivers license to be revoked. This even goes for pedestrians. Nothing specific about cyclists or car drivers, it goes for every participant in traffic. The idea is that one lacks a sense of responsibility.

Where it's not, the sensible government did not install a red-light.

They are not planning on it either, no matter how bored they will be. There is a lot we carry on from the last century happily.
