The rules are quite clear on this. Only thing you can do is shop around.

Do you receive pension anywhere else? What is your nationality?

The first line of his post says he is Swiss and is already receiving his pension. Therefore according to the rules it is a done deal.

According to BAG there is an exception for Spain where pensioners can take out health insurance in Spain, not Swiss - subject to a set of rules, see below.

You have to apply to the Gemeinsame Einrichtung KVG in Olten.

I hope I'm wrong for the OPs sake, but I very much doubt this will fly as the OP has already made his decision (unknowingly) to be handled by the Swiss authorities. The rule is that once a particular state takes responsibility for your retirement benefits you don't have the options to change later, even if you do move to another country.

Apologies I missed it - would still be interested to know if other nationalities as was under the impression this could make a difference.

Actually link posted above says:

Persons who do not wish to take out Swiss health insurance must submit an application for exemption to the Common Institution under the KVG in Olten within three months of receiving their first pension payment or moving to an EU country (no such deadline applies for Spain) .

This would mean that it is not a one time option but can do it later?

Like I said I hope I'm wrong, but I have tried every combination to try and avoid the answer was always no.

Have you moved to Spain?

The prices for health insurance for EU residents are given in this document, see page 25 for Spain:

For Sanitas I see 391.10 francs, did they include some compementary insurance to reach 420?

Anyhow, getting insured at Mutuel seems to be a bit cheaper 255.00 francs. Otherwise check the cost of a Spanish insurnce.

perhaps my reading, does this imply those with citizenship in either CH or Spain, or only those who hold a dual citizenship?

thank you very much very helpful

Nothing to do with citizenship, more with where you reside and which country pays your pension.
