So for meat it is very clear, because people buy it often. I am more interested in seafood. If I correctly understood the rules oysters, mussels don't fall under the limit? What about shrimps? And probably snails are considered meat?

It proves this that you were in France for a certain period of time, two days being more than 24 hours.
It is not definate proof but it is a very good indicator unless you live 2km from the border.
I'm sure if Customs suspected you they would ask for more definative proof but there again for a few francs.....
Whilst the QuickZoll app is convenient they assume a VAT flat rate of 7.7% irrespective of your purchase. It's listed in the T&C's. You can get 2.5% but you must physically declare it at the border. Still it's only CHF23 on a CHF300 food shop.
Getting to the top and back by cogwheel train from Lugano takes 40min each way with perfect timing. On top of that, getting to the train station will count as worktime, too. Overall that's easily two hours per day per employee for both ways.
At best you can work from 10:15am till 5:30pm (one hour less outside of summer), minus the mandatory breaks. And how you get equipment and supplies up the hill hasn't even been touched on yet.
Overall a chopper doesn't look like such a crazy idea.

I guess it all depends how many people are going and for how long they need to be there and how frequently and how high up the food chain they are......
We had to go up to the transmitter station, which the train doesn't even go to, and landed on the roof. The morning flight was fine, but the return landing to collect us was a bit iffy.
One time I worked for a telecom and had to go to a transmitter station on top of a mountain by helicopter. They provided a laptop to connect to the transmitter to diagnose problems, the first problem was the nasty cheap laptop did not run due to extreme cold so it needed a second helicopter trip to collect a decent laptop model.
We had made a specialized made to order control software/hardware that was deployed in the then 170 transmitting staitions in CH, and sometimes I had to go check on things if they had problems as I was the designer of the software, and knew the hardware in every detail.
It's at the same time great and sad. It shows that the Swiss police really have nothing more important to do but to work as meat counters. I recently paid 200 CHF fine, to five nice looking gents who surely could have been deployed somewhere more useful elsewhere. Obviously, if a country can pay that many people to vaste time/count meet at the border (and keep economy running), so be it. It is sad as I could see in their faces that either they hate what they were doing, or realizing this is the top they can go in their careers. But forcing any decent police officer to work as a meat counting officer is just beyond me (and yes, in more 'normal' countries this done by customs, not police).

Well, these are not 'ordinary' police- but border guards- and it is their job to check goods, and meat, coming in the country. Its up to you to know the rules and stick to them, or put up with consequences. Whether we agree with the rules or not, is quite beside the point.
I've only got caught out once- because we were going to go to our local supermarket in France to buy a leg of lamb to have with friends at the week-end. At the last minute OH had to go elsewhere and I went on my own. As usual, I just hand in my receipt at the borde if stopped and asked if I have anything to declare. And he asked ' what is the weight of that leg of lamb?' - and I replied with a smile 'honestly I don't know' - so he smiled back and said 'then we better have a look then' - it was just under 2 kg, and turned out to be the most expensive leg of lamb I've ever bought. It's a fair cop- I paid up, with a smile.
But they get people trying to come through for restaurants with huge amounts. Our border guard neighbours have some amazing and often very funny stories to tell.
If this comes to pass, it will be a real pain for us and Sterling is again falling like a stone- but hey ho, we will survive, I am sure- probably eat less meat, which is not a bad thing either. It's so close that we could go twice a week rather than once anyhow.
They're not meat counters. They're looking for people who've broken the customs laws, from being 1kg over without declaring, to drug smuggling, human trafficking etc. Maybe you don't, but I think that's rather a useful activity. They much prefer dealing with the serious end of border infractions.
They stopped you because either you fit a profile or at random. They happened to luck out. And you didn't. Of course if you hadn't broken the law, then they wouldn't have had take the time to fine you. And perhaps that drug dealer with a consignment of contaminated ecstasy would have been caught and those kids would not have died.
