The Blues to Bop festival is in town, you can check the schedule online and find bars / restaurants near the locations to stay dry whilst listening to the music (i recommend Flamel for great cocktails, on Piazza Cioccaro).
You could come to Bellinzona to check out the castles (not necessarily an indoor / dry activity but the weather is often surprisingly different between Lugano and Bellinzona).
You could also check out the Arts & CuIture Centre (LAC) to see if the current exhibitions take your fancy (and to hide from the rain).

Today is Swiss Miniatur in Mendrisio and perhaps a stroll around the city centre in the afternoon. It’s not ideal weather for this, but in fact the general consensus in the group is that this weather is preferable to the heat we had over the past two weeks, so no one is complaining. Tomorrow might well be a Splash n Spa kind of day.
EDIT: and we are of course enjoying the amazing food. So it’s actually quite a successful trip all things considered.
