Can RAV not approve such self-employment and refuse to pay 100% of unemployment benefits?

Apologies, what do you mean by

You are either available for work or you are not. If you are off establishing your own business, then you are not available for work as far as the RAV are concerned. The RAV is not there to finance your startup, unless it is agreed to before hand and this is usually when they conclude there is not much chance of finding a job, for example people over 55 with say ten years to go before retirement.

They receive a daily allowance and do not need to worry about checks or continue to look for a job. At the end of this period, the unemployed person must decide whether he/she wishes to become self-employed or not."
