RAV payment calculation question

I am wondering how RAV payments are calculated under the following scenario:

A person becomes unemployed and claims RAV for 6 months. He then finds a job for 12 months but becomes unemployed again. As he is still within the 2 year "Rahmenfrist" he can now claim RAV for another 6 months. What happens then? Is he awarded another 2 year "Rahmenfrist" and if so, how is the RAV payment calculated?

He gets 6 months at the old rate as he is still in a rahenmnfrist. Then he opens a new rahemnfrist based on 12 months in last 24 months.

but which 12 months does he have to use in the last 24 months? is it the most recent 12 months which would include a period of unemployment (and if so what value is taken for the unemployed period) or can you pick and choose any 12 months within the 24 months?

This topic gets discussed so many times. so i just want to summarise my understanding of how RAV calculates the benefit payments. Please correct me if i am wrong.

After being unemployed and at the time of first registration at RAV,

1)RAV opens a Rahmenfrist for the days that you are eligible for benefit payments. this varies depending on how long you have worked in the last 24 months but the mandatory rule is that you should have worked atleast 12 months in the last 24 months.

2) RAV uses the last 6 out of 12 months(immediately preceding your date of unemployment) of your salary to calculate the benefits.

3) RAV pays 70% or 80%(if you have dependent children) of the benefit calculated in step 2 above and this payment is fixed for the entire duration of the Rahmenfrist opened in step 1.

4)You can take several jobs during the Rahmenfrist period and become unemployed again but the benefits payable is still the same amount calculated in step 2 for the entire Rahmenfrist period.

5) once the current Rahmenfrist ends, you can open a fresh Rahmenfrist provided you meet the criteria that you have worked atleast 12 months in the last 24 months.

6) then the same process continues from step 2 above.

of course, there are other rules about what you cannot reject when you get a job offer but my post above is purely about benefits calculation.

so, if i have understood something wrongly, please let me know.

4) If you earn 69.99% /79.99% the balance would get topped up by 70/80%. If you earn 70/80% you get nothing as you have earned more than your insurance payout that month. However it does count as a full months employment for your next rahemnfrist even if you only worked a few days as it's money earned rather than days, however most RAV advisors dont realise that.

Theres a mistake in that summary.

During your Rahmenfrist, you are expected to take up all reasonable employment opportunities. If the salary of said employment is lower than your last salary, the RAV will pay 70% of the difference between this new salary and the last salary. This way, it is possible to 'earn' more then the 70/80% calculated by RAV, without the RAV actually giving you more money.

Example

Last Salary - 7000 per month.

Rav Salary (no kids) - 4900 per month (70% of 7000 per month)

New job salary - 4500 per month.

Difference between new job salary and old job salary = 7000-4500 = 2500 per month

New RAV salary = 1750 (70% of 2500)

Total income per month = 1750 + 4500 = 6250 per month.

This will continue to be paid for the period of the Rahmenfrist. After the Rahmenfrist expires, the RAV payments will stop.

In your example, because he has worked for 12 months our of the preceding 24, a new rahmenfrist will be calculated. Obviously, the value of it will be much lower.

If said person does not have the requisite 12 months, the length of the rahmentfrist will be reduced, or the RAV monthly payment will be reduced accordingly.

Is there no limit as to how many times someone can benefit from RAV?

yes, there is a limit.

RAV only lasts for two years. after two years, you are moved on to Sozialhilfe. this is unlimited, but is much lower in value, and affects a load of other things with the Gemeinde.

In terms of how often you are allowed to draw RAV, it depends on how often you are unemployed. Each time you are unemployed, RAV will check if you meet the criteria (12 months employed out of the previous 24). if you meet the criteria, a new rahmentfrist will commence.

I am now unemployed after working for 12 months. Before that I was unemployed for three months so I still have 9 months of my original Rahmenfrist to go. However as during the last 12 months I earned a higher salary, my payments have been recalculated. I get 70% of the monthly salary earned in the last 12 months and no waiting period of 2 weeks either

What happens if you take a temporary job overseas?

I was made redundant at the end of January but RAV put me on hold until May because I got a lump sum payment in lieu of my notice period.

I've just been offered a 4 month contract back in London. If I don't find a permanent role during that time and come back to Switzerland am I still entitled to claim unemployment benefit?
