Other than begging from the recipient is there a mechanism for getting that money back?

Use the function "Geld anfordern" (get money) in the app and send a text message to the recipient. If that does not work, contact TWINT.
In this case, the recipient can sign up and send the money back to you (you can request it as above). If they don't sign up, the money will be sent back.
I would send a message or give a quick call to the number to explain, as the person on the other end might be a bit confused.

Following the advice of the kind folks here and TWINT's documentation, I contacted the person I accidentally sent the money to, let them know what happened, and let them know that I was going to request the money back.
They replied, thought that perhaps a total stranger sending money was some kind of scam or phishing attempt, and then accepted my request.

There was no combination of keywords I found that pulled up the document in question. And it's not categorized under "Send and Request Money" but "Security", which to my mind is nonsense. This isn't a security issue.
So I failed to find it.
I'm grateful to the folks here who did.
