I arrived (first time in Switzerland, EU/Italy citizen, never been here before) in canton Fribourg on 1.11 and immediately registered with the canton and the commune (Granges-Paccot, nearby Fribourg center itself) as I have a maximum-3-month contract/reservation with the hotel that I am staying. I came already with an indefinite work contract.
I started looking for a rental apartment, but so far all real estate agencies/regies want to see my B permit itself, and not the stamped documents saying it was filed.
Is this the normal? If yes, how do people move in or secure a rental before getting the permit card in hands? Or we are stuck to hotels until the permit arrives?

Are you making it clear you’re an EU national and not a non-EU (UK residency atm). Show them your employment contract? If both, then they really shouldn’t be needing to see the actual permit as EU nationals can come and live/work here without restrictions under the Free Movement Agreement.
I was an Italian citizen for the first time in Zurich, I only needed my work contract to rent. Actually my "test period" was a 3-months contract, and for jobs shorter than 90 days you don't get a permit at all, so there was no permit I could show.
When my work contract was switched to unlimited, I extended my rental contract, I registered as resident in the same apartment I was already living in, and got the B permit a few days later by physical mail.
Cresci, I assume you gave the hotel address when you registered, then you should receive your permit directly there. Some have reported delays due to pile-up of paperwork in offices during Covid, I hope it's not your case and processing times are back to usual (=fast) standards. Until you have your permit you may have to deal with what the agencies ask you. Is it normal? No, in my experience it's not, you should find agencies where the work contract and the commune documents are enough.
