Shipping them will always be expensive. In particular by air.
Cannot you sell yours here and buy new ones there?
And please dont try and ship them undeclared. The consequences are enormous.

Thank you for the responses! We had seen the articles on how to ship lithium-ion batteries, the challenge has been finding a shipping company willing to accept them from private individuals. We agree that it would be crazy to try and ship them undeclared. We could sell them here and buy new, but from looking at Tutti it appears that we might have to sell them for ~1/4 of the cost of buying new. Our conclusion was it made more sense to just sell the bikes here rather than spend ~750 CHF to replace each battery.
After posting today I did have some luck finding a shipping solution that I will share in case anybody else is interested in shipping e-bikes. There is a company called Gefahrgut-shop ( https://gefahrgut-shop.ch/de/gefahrgut-services that will help with preparing lithium ion batteries for shipping. They will help individuals and businesses do the paperwork, help with packaging and will even provide a 24/7 number as required for dangerous goods shipping. They will also organize the shipping since I’m told individual FedEx accounts can’t request dangerous good shipments (which is why we were struggling to find a shipper originally). They were recommended to me by the FedEx World Service Center in Zurich who seems to work with them a fair amount. During my initial contact with them they seemed informative and helpful. We will give them a try and see how it goes!
