The first thing to do is, find out after what time such debt lapses in Italy, it may do so after five years.
As has been said, those 49.- lack legal founding.

here's the sample letter in German. Fill it out where it's in italic and just send it off.
I had a case with a company called Creditreform, they were easy enough to reply to emails, so no registered mail was necessary (I did it anyway).
so, at the beginning of august, i sent schuldtitel a letter based on the konsumentenschutz template.
i was away on holidays for a few weeks, and when i was back at the end of august, i saw two more letters from them, with the same initial bill of 60.03 CHF, with no mention of 'last warning' this time. (2.92 CHF pay toll + 8.11 CHF NiviCredit costs + 49 CHF Schuldtitel costs)
so, i sent them an email with a copy of my letter, asking why it was not processed.
they replied with which looked like a template e-mail, where they say the case will be closed when an amount of 35 CHF (not sure how this number is found) is deposited to the same bank account mentioned in the bill.
so, i reply that i am not satisfied with this amount, as the original pay toll is 2.92 CHF, and further amount is not legally claimable.
i get back the same email, this time the amount set to 11.03 CHF, which is the pay toll plus NiviCredit's "Verfahrenskosten".
i could have possibly fought until the original pay toll, but to avoid losing more time with further bouncing, i asked them to update the bill to this amount, which they sent as pdf. and i ended up paying 11.03 CHF.
i hope, i don't keep receiving further bills from them
you shall get another mail that confirms closing the case as settled.
I'm glad you stood up to them
I have exactly the same situation with Schuldtitel for speeding in Milan back in 07.2016
The bill is enormously high CHF 263.07.
I didn't really understand from the letter what was the allowed speed and how much I've exceeded. It just says the following:
ÜBERSCHRITT DIE VOM GESETZ VORGESEHENE MAXIMALE GESCHWINDIGKEITSBEGRENZUNG NICHT MEHR ALS 10 KM/H
The bills contains several line items:
Hauptforderung - Vorgangsnr: I081NR8003 CHF 111.95
Hauptforderung - Vorgangsnr: I081NR8003 - Verfahrenskosten CHF 102.12
zzgl. der nachstehenden Kostenberechnung
Ersatz der Rechtsdienstleistungkosten CHF 49
Total CHF 263.07
Can I just avoid paying legal costs and pay only CHF 111.95? It still seems to be very high.
Can you guys advise what should I do?
Tom
According to the same article, for persons not residing on the Italian territory, the deadline for the notification is extended to 360 days.
The crime then falls intro prescription after 5 years (so a maximum period of 6 years).
That said - if you committed the crime... pay the fine.
