You can probably find examples of statutes on the web by searching, but if you want I'll PM you the statutes of a choir I've just been involved in setting up (not quite the same thing, but it will give you an idea of the sorts of things that need to go in there).
There are no official "registration requirements". Just get some interested folks together, have a meeting, elect/fill the positions of President, Treasurer (if required), adopt the statutes (these are largely standard), and minute the meeting. Open a bank account as described above, if required, and... you're done!
Just one point, if you're going to charge fees for an activity, you can't charge non-members of the Verein more than members.
You don't need to register anthing. You just need to write statuten (a constitution) and hold an AGM to accept these.
I think as a minimum the Verein must have a Vorstand (Committee) which must be elected at the AGM and whose job it is to manage the club. There must be an AGM at least once per year, at which as a minumum the financial accounts must be accepted and the Vorstand (re)elected and the minutes of the AGM of the previous year approved. You thus need to take and archive minutes of this meeting. As long as your turnover remans below a certain amount (about 40K, not sure of the precise figure) you don't need to file taxes.
To open a bank account you need to take the Stauten to the bank as well as the IDs of the Vorstand members.
Try 'vereinsrecht' for more info.
My source is my accountant (with reference to a Verein with which I am involved). I double-checked the advice he gave and in retrospect, perhaps our situation is a little different -- it seems to depend on whether registration of the Verein for business purposes is required or not. Here's what he said:
"As you are earning money for (activities offered by the Verein), you would have to get registered at the Commercial Registry (Handelsregisteramt)... As you have to get registered at the Handelsregisteramt, there is one important thing to note: the price for (the activities) has to be the same whether the (participant) is a member of your Verein or not."
I am as well not aware of any law which forbids discounts for members. As you can not prove a negative I found one counter example of a quite big verein with a turnover of more than CHF 40k and registred in Handelsregister: TCS ( Statutes ). Registred since 21 Jan. 1897 http://ge.ch/hrcintapp/externalCompa...ofrcLanguage=1
Here one of many offers where members pay less than the general public
You only have to register with the Handelsregister if revenues exceed 100k annually ( Handelsregisterverordnung Art 36 )
And prices definitely need not be the same, a seller is free to structure prices as he pleases. That's a direct consequence of the "Vertragsfreiheit", otherwise it would be illegal to have different prices for children, grownups, the handicapped, cloth size, etc. Most of all, pricing based on geotagging would be illegal too, I trust you're aware of recent news e.g. on pricing by Coop, Amazon, SWISS, etc.
And Personalized Pricing (google) would be unthinkable.

As for the issue of equal pricing, I agree that it sounds odd. I'll look into it further.
