It appeared last Monday but did not seem to bother him until today when he started licking it.
It is about 1 cm long, 3/4mm high, soft, and does not seem to be growing.
If it does not clear up soon I will take him to the vet next week.

Don't wait a week, call the vet first thing Monday (Tuesday if Monday is a holiday in your canton), ask for an appointment.
Is the area warm to the touch? Is the skin broken anywhere?
Try not to let your dog lick the area. You don't want him to irritate the site.
A distraction game would be good here.
If you can't distract him put a pair of loose-around-the-leg boxers, or if he is small use a cotton sock, toe end cut off, as a sort of 'loose leg warmer' to cover, or anything similar, on him so that the area is covered but air can still get through. (You don't want to bandage or tightly cover the area before speaking with the vet.) Worst case, a cone of shame... but better that step avoided if at all possible.
Hope it turns out to be something simply cleared up.
ETA:
If it gets much worse before your Praxis opens after the holidays, ask if you can send the picture to determine if it might need emergency/after hours appointment.
If it's a mast cell tumor, it's easily dealt with surgically--a needle biopsy will tell your vet what stage it is. Meanwhile, what meloncollie said is gold...do not let him lick the area--it can spur metastasis. Elizabethan collars look like torture, but they are really not...dogs have a very high threshold for discomfort, and it would be better to keep him from worrying it. This is the time for lots of love and treats! Best wishes for a quick recovery!
If you should need one, it’s now possible to get soft, much more comfortable “cone” collars for dogs. One of my brother’s dogs recently had surgery and wore hers without any problems. There are several choices from Amazon. Here’s a link.

Good luck to your sweet dog.
Keeping fingers and dewclaws here firmly crossed.
(And I second the suggestion of inflatable collars. I have several types, which I use depends on the location of the wound and flexibility of the dog. All tolerated better than the hard plastic cones. I also often use body suits or adapted clothing, if - and only if - the vet OKs having the site covered)
We went to a vet in Germany today, they said it was nothing to worry about. Gave us a hydrocortisone spray and said if the lump is not smaller in a week then they would be happy to remove it.
Thank you also everyone for the helpful suggestions.
Tried various to stop him licking, incontinence band best so far.
I got my dog a body suit when he had surgery. Might be good for after op too. We have a sleeveless body suit and one for a front leg. Not sure where your dogs lump is, maybe he needs a hind leg sleeve.
Brilliant use of the belly band, btw.
Sorry to hear the lump is growing - sounds like removal is the best option.
Will the vet biopsy the tissue afterwards?
Do ask your vet for a bodysuit/sleeve if appropriate, it will make the first nights post-op easier on you both. Oh, and make sure to get the male version.
Wishing your boy a successful surgery and a speedy recovery.
Positive is that it does not seem to bother him.
All these holidays are delaying the procedures.
We have a body suit from years ago which was great after an operation. It is sitting in a closet. Not sure it would for your dog as I can't quite figure out where your dog's lump is.
