I am from India, and I got admission in University of Bern for MA Social Anthropology. My masters program starts from 20/02/2017. I have filed student visa (type D) on 12/01/2017. Still I am awaiting for the response from the Embassy in Switzerland.
Can I know that how long normally takes to process the visa application especially in the Spring Season? Do anybody have the same experience before?
I already completed MBA in India, and now I am going for my second master degree with Government Scholarship of India. Is there any problem with my Visa Application if I go for second masters?
According to Bern uni’s website at least 8 weeks so you’ll be lucky to get it by the 20th of February.

On average 8 weeks, up to 10 is not unusual either.
When will the embassy inform me to provide the insurance details? Any idea? Should I provide the insurance details before the visa approval?

You can ask, but they may not be able to tell you anything if they haven’t been informed yet. In any case you won’t be starting your course until the permit and visa have been approved.
Well the processing time is still 8-10 weeks, so not sure why you would think calling after 5 helps in any way?
Just wait and if you hear nothing after 8, then you can inquire. Calling before that makes no difference, all they'll tell you is "it takes however long it takes". There's no "status update". The application will sit somewhere in the three or four authorities it has to go through (all of which can undo prior default approvals) - that's about as much information as you will get if you call.
Frankly, that your classes start on the 20th is not their problem and bureaucracy won't move any faster because of that. The application was submitted way too late, it's really quite public knowledge that processing times are about 8 weeks or more and not just 5.5 weeks. Chances are you'll miss a few days or weeks of classes, not much you can do about that. They may give slight priority to your application over one with a start date in let's say May but that's the most they will do...
Thank you for your prompt responses. I contacted the Migration office of Bern today inquiring about my student visa status. They replied that " Unforzunately we didn’t get any information until today. Please contact the Swiss Embassy, where you made the visa-application."

Sorry, but nothing. All you can do is continue to wait.

As said above already, speeding up the process is NOT possible and it continues to not be possible, no matter how many times you ask
However, they imply they haven't received your application at all. So you do exactly what they tell you to do: call the embassy where you submitted your application to inquire whether they have indeed handed it in.
I contacted Swiss Embassy in India on 22/02/2017. They replayed me that " Kindly be noted, that the visa application is pending with the concerned cantonal office in Switzerland for the decision."
Well then that's what it is and it's simply pending. 8-10 weeks, as also already said. It's been less than 7...

They will notify the embassy in India who will then notify you.
I can't quite understand why you would leave it so late to apply for your visa , 5 weeks before is way too late. Maybe you should think about deferring you entry to the next available date and make sure you sort the visa well in advance?
I informed to the university authorities that I will join into the programme after 4 or 6 weeks after the normal starting period of the course. They already know about my case and I can join into the programme even it is late.
If you have filed your Visa Application through VFS, then you would have received a tracking number and you can easily track the status of your application on their website.
However, if you have filed in person at the Embassy of Switzerland in Delhi, you should be receiving an email from them. You may clarify this point directly with them by dropping them an email at [[email protected]](mailto:[email protected])
They normally reply within 24 hours.

I contacted to the Canton of Bern in regard to my visa application. They informed that the embassy of Switzerland in India didn't forward my documents to the canton of Bern. The content of that mail given below.
May I ask where you plan to live? If this is in the City of Bern, then the Fremdenpolizei (Migration Office) of the City of Bern is responsible.

If you plan to live near Bern in a village, the Canton of Bern (we) are responsible.
As I see in the electronic system of the government, the file is still pending in New Delhi.
In that case please get in touch with the Swiss embassy and ask, why they didn’t send it to us. Probably because it is not clear if you gonna live in the City or next to.
Please also get in touch with the university here, that you can explain your concerns about al late beginning in the program.
As soon as we get the documents, we will get in touch with you or send the entrance clearance to the embassy that you can get your visa.
I don't know what is happening here. Please help me.
