Otherwise, the local Gemeinde often runs holiday activity programs
These are often based on the fact that kids can leave home and come home during working hours, ie: start 10am, end 12pm, start 1pm, end 3pm etc
Unfortunately, very few courses are based around realities of working parents. Switzerland is only slowly waking up to the fact the in some families both parents work full time.
My daughter did some courses with them last summer. They run courses in a few different areas, and I seem to remember some were like day camps, so all day (or most of the day) for a whole week.
My daughter's favourite was a magic class, which she did over three mornings. They have sport, horse riding, crafts etc etc
However I think your younger daughter will be too young to participate. Worth checking out for your older daughter, though.
These camps are run by the canton of Aargau. You have to check the eligibility based on the year of birth.
I also think ZIS offers summer camps, best to check directly if these are available in Baden.

In addition you local church will have some kind of youth organisation (Blauring, Cevi etc.), Pfadi (scouts), Pro Juventute (Ferienpasse countrywide).
