Not sure why you link underfloor heating to it, it’s got nothing to do with it at all. We were subject to the same rules when we built an extra ground-floor room for the heating installation.
I’ve not built such a thing in Switzerland, but in the UK and France they’ve not been subject to planning permission, in the first case because of the relative size (I think - did it twice but a very long time ago) and in the second because it’s inherently a temporary structure, a pool cover with moveable panels, so its size is irrelevant.
