When I first switched to macs, I did install a windows partition and run that in VM under Mac OS X (10.4 Tiger). That was...2006. After 2007 I've never bothered again. There is nothing I want to do I can't do far faster in OS X, and not having the windows partition gives me a lot of extra space.
I hear the "if I got a Mac, I'd install windows" a lot; and yeah I went there when I switched. But it really, really sounds silly to my ears now. And I still use windows at work (though, honestly, I could switch, I just don't so I can save my IT guy hassle) and I think MS did a great job with Win 7, but even then I get what I want done faster and with less hassle on the Mac.
Really, unless you need a key Windows-only application (SolidWorks and some Finite Element software used to be my reasons back when I was still an engineer) OS X is the superior system. (And yes - 95% of this is because apple doesn't do legacy support even a fraction of the way MS does, and yes, this is one of the reasons why everyone started developing for windows back in the day, so I get all that.)
On the other hand, people who are really used to certain idioms will HATE the new system, simply because it doesn't do "what it's supposed to." So, I'm not saying you need to switch. Just that installing windows on a Mac is really less compelling than you'd expect.
Notebooks are not dead in "a couple of years", no idea where you pulled that statement from. And an SSD will wake any laptop from sleep pretty much instantly.

Amazing screen (an IPS panel is rare in general, and on notebooks on this class it's unheard of), decent graphics power for a notebook, and I bought a Hybrid SSD to speed it up. It is 15" so doesn't fit your requirements though, and I don't have any other recommendation to give (and in all honesty can't be bothered to search). Just compare Digitec, Media Markt and Inter Discount and find the best spec you can for the money.

if I ever bought an Apple macbook air it would be the hardware - despite the poor keyboard. I would have no need for OSX. I have used it in the past but honestly it was poorer than virtually every version of Windows I have used and especially Windows 7 and 8. There was nothing that was quicker or simpler on the Mac than on the PC and for me things just need to work. So no Apple products for me.
Any way this is off topic. I hope Microsoft can get right and start making an impression with Windows 8. Even though it has not had a seller start it there already more users of Windows 8 than desktop Linux and it will not be too long before overtimes all Mac users.
In Basel you go into post electronics shops and compare the way which they sell and position Apple products compared to the often superior products from other companies. Where is the Nexus 10 ? Why is the Nexus 7 hidden away...is it stop people realising that it is cheaper and better than the over priced ipad mini ? This is the challenge for Microsoft and Google...getting their products promoted and pushed within the shops.
I cannot see Android as being my main operating system, even though it does work really well on smartphones. However, it does look like Android is going to be the operating system of choice for mobile devices.

I run a Mac mini for work and put Windows 7 on it. Very happy. I love Apple hardware but their software is no good. It works for people who play a lot with graphics and multimedia. But for other work Windows is much better. An Ipad is useless if you want to use it for work. No flash, no USB, et, etc.
Mac software is like a cult for people who want to seem cool and hip. It is the Prius of computing

That's not quite true. The Mac OS is an implementation of Apple's own Darwin (open source) OS. And Darwin itself is built around XNU which is a hybrid kernel consisting of the Mach 3 microkernel and component parts of BSD (which is why people think it's actually running UNIX).
OSX is not a UNIX wrapper.
