Toll at the Gotthard receives a lot of encouragement

I'd favour converting these religious holidays into fixed vacation days. Say that 1/4 of the Cantons take the first Monday and Friday of April, the 2nd 1/4 takes the second Monday and Friday, etc.

Do the same again in May. Same again between Mid-Dec and Mid-Jan.

Everyone get's at least 6 long weekends.

You are missing the point. The protestant work ethic demands that you have less holidays. The Catholics have more fun.

My Gotthard experience this summer:

15 minute wait Southbound Sunday morning early.

On the way back, also on a Sunday, there seemed to be a long queue so went over the pass with light traffic , had a picnic lunch in the sun on the top and, according to the GPS estimated time when we left Tuscany, the whole journey took less than the estimate (taking into account the picnic).

The secret when going Northbound is to go early.

Last time we did it the queuing at the Gotthard, Chiasso and the Italian motorway toll booths added a whooping eight hours to an already long journey.
