Canning Town - Jubilee to London Bridge (15mins)
London Bridge - Train to Gatwick (30mins)
not sure about the train fare but you can do DLR and Jubilee for a fiver probably. total fare probably about £15-20 (the train fair is £12 I think)
Victoria only has stairs up from the underground as I remember. Lot of them too.
Will it be costly - yes. London Underground put their prices up so if you don't have an oyster card you will be paying a fair wack. 4 pounds for a 1 way 1 zone trip if I remember correctly.
The Gatwick express from Victoria, used to be about 15quid 1 way.
The transfer is quite straightforward, but allow plenty of time. I’d take the DLR from London City Airport to central London, then connect by train to Gatwick. The rail journey is roughly around an hour, usually with a change, but I’d allow 90 minutes to be safe in case of delays or waiting times.
A taxi/private transfer is easier with lots of luggage, but traffic can make the journey unpredictable. If this is a connection between separate flights, I’d leave a generous buffer rather than relying on the minimum travel time.
I suspect the intervening 19 years was probably enough for the transfer, even in London traffic
