Travel health insurance (Schengen) of Indians with pre-existing conditions

I am planning to invite my parents (74 and 65 yo) to Switzerland for a month, and I would like to have an insurance that would cover emergency situation with pre-existing conditions. They are both from India (mentioning country as there could country-specific informations).

Both have pre existing conditions - namely hypertension (takes medicine) for mom, and giant cell arthritis + steroid induced high blood sugar (undergoing long-term treatment with steroid) for dad. Both are in a fully stable condition, and they frequently travel inside their country. They never had any medical emergency in India.

I would like to have an insurance that would cover any EMERGENCY that might happen during the travel. ofc, I won't take them to outpatient treatment.

I am little confused on the terms and the laws - they are not accessible properly. If there is heart-attack will it be considered pre-existing condition? Heart-attack was never an existing condition -- however, can it be deduced from some other existing conditions?

To summarise, my questions are the following:

a) Is there any schengen travel insurance for Indians, that cover pre existing conditions (I know there are some popular options for US travel insurance, but I don't know sth for the Europe).

b) In general, what are the different emergency situations Y that are excluded because of the pre-existing conditions of x? Where I can get legal information about them?

I just called them, and they cited a general terms and conditions paragraph and confirmed that they don’t have any travel insurance that covers emergency with pre-existing conditions.

paragraph: − “There is no entitlement to benefits for accidents and illnesses that have
already occurred by the time the insurance was taken out, including
associated consequences, complications, deteriorations or relapses,
particularly in relation to chronic and recurring illnesses, regardless of
whether the insured person was aware of their existence when the insurance
was taken out”

She also said that only their internal doctor can confirm if an emergency is a result of consequence of sth existing condition - and not any laws.
