For the past 10 years I have been shopping at
www.jcp.com and my last order was just last month. But now upc cablecom has blacklisted JC Penney's website as the result when using my isp (upc cablecom) looks like this:

Tests show that Swisscom 3G, Sunrise 3G and through VPN when hiding upc cablecom is successful! Wonder if anybody can access www.jcp.com with upc cablecom?
upc cablecom support has access but not me? I have access only with all other providers 3G or through VPN with proxy??? upc cablecom blames it on the webmaster at www.jcp.com but I know this is not true. Any other provider from Switzerland does grant access
What else can I do other than change my isp? I am happy with upc cablecom but cannot accept this blockage.
I would also appreciate if other isp users could try and post success and mention provider. thanks in advance.

No because as soon as I hide upc cablecom and it displays other another isp (when checking
www.whatismyipaddress.com access is granted. so using vpn connection or 3G that does not display upc cablecom then access works perfectly.
This is a Web Site error. Not an ISP error.
From what you say, it looks like the Web Site is Geo-Ip blocking you. For some reason the IP Cablecom gives you is blocked by the web site.
I am on Cablecom and can access that URL.
Contact the web site and ask them why.

hmmm.. Cablecom has assigned me a new IP address from a different city yesterday and still no success. Had geo location Kloten and now Adliswil but same result. Country is definitely no issue as with VPN through ISP Cablecom but still Switzeland I have full access. Why? Also 3G on iPhone or iPad grant full access with Swiss IP. JC Penney looked at the error and blamed it on my ISP. I am confused now. What modem are you using with Cablecom? Cablecom support has found out that the ubee modem does also no longer grant access to the
www.jcp.com site on their end??? But they said there was no update since last month either and this is when it worked last time for me.

1. You don't have permission to access on this server 2. There is a shortage of IPV4 addresses. I bet Cablecom just got reassigned some addresses and JCP were blocking it before and are blocking it now

Thanks Sean...sorry but this is too technical for me. I do not understand. First I thought "this server" referred to www.jcp.com and contacted them and then they kept telling me it is my isp that does not allow to pass... I do not know what to believe and what surprises me that there are users with Cablecom that have access. Cablecom has two browsers that they tested and had access with one and not with the other... they are trying to figure out now
No it is not payment related. I have US credit card and US shipping address. But access to the site is the issue not payment
it's a problem at JCP - tell them to check the reference that's displayed and they should have an idea of what's causing it. Geo-blocking very likely.
there are not enough IP addresses on the Internet any more so they are being reallocated. Cablecom could be therefore using a range of addresses previously allocated to someone else in another location and JCP were blocking that range (and still are). So nobody changed anything but you're using an address new to Cablecom (my guesstimate)
Thanks so much. But the IP used for my last weeks order attempt was exactly the same IP as my order in May. How do I know? As some sites in the US require US IP to proceed I need to test if I am no longer on my Swiss IP and that is how I noticed that I had been using the same IP for quite some time with Cablecom. It had worked before and all the sudden no longer grants access. The newly assigned one from yesterday I have never been able to use so there it could very well be the reason. Cablecom also suspected my FritzBox being the cause. So I used LAN from ubee to laptop and same result - access denied.
well something else has changed then.
you have VPN, why not just use it and avoid the pitfalls?
JCP blocking websites? Gee you would think they would jump at any potential customer these days
If I do so it will constantly block my credit cards. US cards have a very good fraud detection system and even though my cards are open for use in CH and the US it instantly blocks them when using VPN connection. I do not know how many times I have called to explain why I had a charge in the US a few minutes after a charge in Switzerland. JC Penney is not a merchant that requires US IP and I have no reason to hide my true location therefore I would love to continue to use my true IP.

The "access denied" note is from your server. It is not from jcpenney. If your billing address is a U.S. address, you can place your order in the standard way.

Probably Cablecom is reusing some IP addresses previously used by well-known spammers. And my guess is that the guy at the JCP support desk has has no idea what he is talking about and just takes the standard American stand on things "we never make mistakes here in the good old US of A".
Unlike Switzerland, where people fall over themselves to admit their mistakes, learn, and move on.
Works for me. Also cablecom.
