Can anyone recommend a friendly (and English-speaking or very patient) veterinarian in Bern?

Personally I would always go to the Vet Clinic (Vetsuisse Fakultät Bern)
They will speak English since it's an international teaching university clinic... and you get several vets for the price of one for that same reason.
In general, each case is discussed amongst a few staff members and students, at least that's how it works in Zürich
Also, they have all the necessary lab equipment on site so you don't have to get a private vet to send out any blood or stool or whatever samples.
Bern is also the only clinic that does rabies antibody serum titration, which is what you need to travel into the UK for example.
From what I understand they will redirect you to the correct specialist, so just give them a call and ask about vaccinations or describe the situation:

Thanks again for the recommendation. They clinic in Bern wouldn't, however, let me make an appointment. I think that they are not taking any new patients (unless emergent).

Dr Bigler was very kind and speaks very good English. The woman who answered the phone spoke some English.
His assistant did not speak English, but spoke German very clearly and slowly so that I could understand her easily.
The Vet clinic is very expensive it seems. My friend's cat had to stay overnight, and it cost more for the cat for two nights than it did for a human being in a real hospital for one night!
