Voting rights 🗳 for Canton only : Eligibility

Today the Geneva canton put out its “how to vote” information aid ahead of the upcoming May referendum: https://www.ge.ch/document/votation-...-vote-cantonal

What struck me was the title “How to vote ... for people with only cantonal voting rights”.

Is there such a category of voting rights ie only cantonal ?

I know that Geneva canton allows foreigners (with at least 8+ years of residence) to vote at the communal (Gemeinde) level (only) but I had never heard of any group that may have cantonal only voting rights here.

Any clues ? Does your canton allow some to vote only at the cantonal level ?

Neuchâtel allows people with at least five years residence to vote at both communal and cantonal level.

I think if you have a vote at cantonal level you can also vote at communal level, it’s just the federal votes that that you’re not eligible to vote in.

It refers to the cantonal vote (cantonal voting rights only so excluding foreigners with communal voting rights in other words Swiss citizens resident in canton Geneva and possibly Swiss resident abroad with Genevan place of origin).

If you open the guidance brochure it is specifically aimed at the cantonal vote with pictures of how to cross boxes [x] which is different to the federal ballots for example where you have to specifically write Ja/oui/sì/Nein/non/no.

I was hoping somehow somewhere there was a new group that I could potentially join to vote on cantonal matters, short of naturalization

Actually when reading more closely it seems it is aimed at Swiss citizens residing in canton Geneva with a long-term lack of capacity of judgment (incapacité durable de discernement) which is a pre-condition to vote at federal level reason why the information is written in easy to read and understand French by a special agency.

I remember reading somewhere that canton Geneva allows mentally handicapped Swiss citizens to participate in cantonal votes, contrary to the federal votes.
