I'm planning to study in Geneva also, but still not sure in which Uni...
I heard a lot positive things about Webster. I just don't like that it has a fully American educational system and prices of course..
A useful thing you could do is to use Facebook to find some students from Webster and ask their opinion directly. I used to do so and I found out a lot of interesting information!

I think that it is what you make it. If you decide to slack off and party every weekend you really won't get anywhere. But if you take advantage of the internships and other opportunities the school has to offer you will go places.
I will also major in international relations; just stop and think for a second. You are in Geneva, possibly the BEST place to study International Relations because the UN is here and many other NGO'S and world organizations, opportunities that Harvard Students don't have the luxury of utilizing.

Perhaps a wee introduction in the "Introductions" section might be an apposite step... Just a thought
Its not like the USA where everyone moves to a campus and makes friends. Most people in the public system have been here their entire lives and their friends are from primary school, so they don't see much the point to mingle.
Nightlife can be difficult too. A lot of places are catering to the very well paid diplomat and ex pat crew, so the good places take some time to find. Funny enough, the Ethno bar is one of the best bars in Geneva and it is on the ground floor of the Webster Housing building in the city, so that is a plus.
I have never been to Lugano so maybe someone else can handle that issue. Bottom line though, if you come to Geneva, stay in the international schools because at least there you will make friends and get to go out.
