Just walk around at night. Try the backdoor of any apartment building and you should find someone. We have a few kids in our building that smoke regularly. I sometimes walk the dog late at night and there is often the same guy just sitting barely off the street smoking out of a can. Lol...old school. He doesn't even attempt to be inconspicuous.

The law is still the same at the moment. But it will be decriminalized soon. The Parliament is still debating over the details. But they definetly agreed to decriminalize it! As soon as the new law is in effect you just have to pay 100 or 200 Fr. if you are over 18 and get caught with less then 10 grams of weed. But you won't have to go to court and don't get a criminal record anymore.
The second time I visited CH was in 2000/2001. In the Basel area there were shops everywhere selling all sorts of weed labelled from their country of origin. When I came to live here in 2007 they were all gone.
