I got a fine for 40CHF at 2018 hours. I’ve seemingly read the sign wrong?

It seems it was forbidden to park there from Sep at 13h00 until Oct 2 at 09h00. The weekend. Maybe someone wanted to move and paid to reserve that parking. Road work or construction in a building over the weekend is much less probable.
I don’t think it has anything to do with the signs, the fine simply says you didn’t pay... stupid question as it happened to me before: I have two cars and both in my app... I once got fined as I paid the parking by mistake for the wrong car...?
I am afraid that is a misunderstanding of what the app or machine says.
On the screenshot you showed, it say "19:00 - 06:00 unlimited" - that does not mean that it is free. Between 6am and 7pm, you may park max. 30 min and in the rest of the day (night), you can park as long as you want to. However, it is not free.
You still need to pay after 7pm ..
Some of the white zones in Basel always have a time limit, some (like the one you parked in), have no time limit during the night.
Because you paid from 18:36 to 18:55, when they checked your car later, there was no paid time running and therefore they fined you for not starting/paying the parking machine.
The sign is not relevant for your parking ticket. If it were the fine would be at least CHF 120 !
What they claim is, that you did not start the parking meter.
Problem I see: You paid for Clarastrasse but according parking ticket parked at Clarahofweg ! Thus they could not find your car in the app, thought you did not start the meter. Anyway Clarahofweg 27 is just across the police station. A bad place not to pay the parking fee.
Might be that the parking ticket is not for your car but someone else. Did you check the details? Further and more strange, as you have said usually parking is free after a certain time. However it might be that parking a Clarahof is only free after 21:00, but at Clarastrasse already from 19:00. Go and check what is written on the parking meter where you have actually parked (and take a photo). Also check if Clarastrasse and Clarahof have the same parking app ID, and thus are the same.
It might just be a mix up. Some plod saw you parking, then after his shift checked the meter but not the app and erroneously assumed you did not pay when you arrived, as the meter showed 2h overdue time (meters are not connected with the app).
Finally, you only paid till 18:55. There is still 5 minutes missing for which you have not paid! While technically this is not OBV 203.3 but AFAIK OBV 200.a it is still CHF 40 and the fine can be corrected by the authorities.
So it boils downs to:
Did you pay for the correct place? If not, you did not start the meter and the fine is technically correct. You might hope for leniency and good will if you show that you have paid for a spot nearby with the same price and parking rules. However, you still did not pay for the full time. Even in the best case, when parking after 19:00 is indeed free (as it is usual), you are missing 5 minutes.
Good catch. My mistake, i have merely posted a screenshot of a nearby parking meter, here in the EF. .
However, I did scan the code on the machine itself, which was right beside my car. I parked on Clarastrasse, Paid(scanned) at clarastrasse. I just checked , the details remain the same. (same as Clarahofweg).
Regardless, what I find strange is, anyone can park there , after 7pm, without scanning anything (unlike what someone else mentioned here)(Perhaps I'm wrong). Yet I've received the fine after 8 pm.

That is incorrect - anyone can park there from 7pm to 6am without a limit in terms of time; however, you still need to pay ... it is not free.
In the screenshot you showed, it clearly says "Maximum parking time ... 19:00 - 06:00 unlimited"; nowhere it says it is free. The hourly charge applies. That's why you got the fine.
In the blue zone, you don't need to pay and can stay until 9am if you arrive after 6pm.
And the fine is indeed for your car? Not for someone else's? It happens sometimes that the wind or some other mysterious forces place a parking ticket from one vehicle to another.

In Zurich all metered white spots are free after a certain time. No need to feed the meter if you arrive after and leave before the paid time starts again. If one feeds the meter it will start to run the next morning and therefore can park one night + up the maximum paid time.

Payment is due every day, all hours. The only thing that applies between 6am and 7pm is a time limit of 90 min. Outside these hours, no time limit
First 30 min = 1 CHF
Every next hour = 3 CHF …
So, from 6:30 PM until midnight, it would cost 1 CHF + 5x3 = 16 CHF.
There are some areas in Basel, where you don’t need to pay in the white zone at night or on Sunday but it must be clearly stated (i.e., Gebührenpflicht: Werktags (Mo - Sa) 08:00 - 19:00 … Payment required on working days (Mo - Sa) 08:00 - 19:00) - for example along the Rhine.
I agree with jjake and this pic is very clear. First 30 minutes is always Fr.1, and the maximum parking time depends on when you started the first 30min.
