I have a situation and looking for advise. I am a L dependent Non-EU spouse and have completed a master course from Geneva. Last week, I have found an internship position with an international organisation (NGO), they have applied for my work permit but the position is part-time (50%) and the pay is very less to sustain. The contract is till Dec 2020 and they have agreed to extent and make it 100% in the future based on availability of funds. My L resident permit is expiring in March 2020 and my husband's organisation is planning to apply for a B permit in next month.
In this situation, will authority grant me a work permit and how many weeks or months it takes to get work authorisation? Please advise.
At the moment, you have a traditional Swiss residence permit and it is dependent upon your husband's permit.
Normally for the UN or NGOs, you will turn in that permit to your HR, which in turn will apply for a carte de legitimation (CdL) with the Permanent Mission. A carte de legitimation is not an L or a B. It's a completely different type of permit.
I think the time on the carte doesn't count towards the years needed to apply for naturalization. I am not sure if it counts for an early C permit; I think not.
CdL processing time: it takes as long as it takes.
If your husband loses his job while you have your CdL, you could apply to make him your dependent, but odds are that would not be approved with only a 50% internship because you wouldn't be making enough money to support two people.
Note that many of these agencies will tell you they'll increase hours and contract duration if the funding works out. It often does not work out, so please don't plan your life around such an expectation only to be disappointed. Go with what you have now.

Can you please confirm, If I will get a work authorisation till my resident permit expires- March 2020 as I don't want to lose this opportunity.
Also, If I get a CdL permit, can my husband work as a dependent once his permit expires? His company might apply for B permit but we are not sure when the process would start and in case they don't apply for B permit, we have to come back again with L permit after one year of cooling period as his project has been extended for another 4years.
Your post is confusing, as you say "international organisation" then say NGO, which is non-governmental organisation. Nearly all IOs (international organisations) will issue a carte de legitmation (CDL), whereas NGOs have different status' as I understand. Some follow the normal swiss permit rules (e.g. B, L etc.) whereas others may have CDLs. But this is for normal employment, not internships. Ususally an internship is a very low level permit for a short time, not allowing dependents. Also, if future 100% is based on availability of funds, I would not count on this materalising. You could be a low paid 50% intern job with not enough money to sustain you for a long time.
If a true CDL is issued to you, normally your spouse and dependents get Ci permits with the possibility for employment.
This is confusing. From what I can tell, the OCPM form M looks like a regular application for a regular permit. It's going to the canton as opposed to the Permanent Mission, and there's nothing on it that mentions a CdL.
You already have a dependent permit with authorization to work so this seems redundant and unnecessary. I am not sure what the cantonal authorities will do with it.
