Buying a dream apartment without a lift?

Prime Tower in Zurich has lifts that only go to certain floors, you have to change to get to others. Idea being to spread the load on the lifts (maybe?), but then should have adjusted it so the linked floors matched the floors used by specific tenants, but they don't.

One of the office buildings in Canary Wharf had stairs which go to odd floors or even floors; no idea why, it's basically just the cost of a door on each floor, but it just meant that everyone used the "all floors" stair and the others were empty.
