Landlords are not supposed to stare into your windows. Landlords are not allowed to enter your apartment without permission or advanced notification.
You've got a creepy landlord. Talk to him. Is he the owner of the flat? If no, then contact the owner and file a complaint.

Why not just whip out your cell phone and take a picture of him peaking in. And then print it out and stick it to the entrance of your apartment door so that people can see his mug shot.

You can't be serious?!? No, he is not allowed to look into your room. That is a rather serious invasion of privacy.
The best solution to all this is to put up white net curtains (just about every house / appartment in the country has them) or (much more useful) fly nets around the edge of the window frame, so you don't get bug invasions in the warmer months. They're dual purpose!
