You may want to cover the balcony walls' outside with a towel or two to keep the sunlight from heating them up, it may cool the air that gets blown in by quite a bit. That may also make sitting on the balcony much nicer, not least because the shades no longer act as catchers for the air warmed by the hot balcony walls.
I bought an air-conditioner from Fust that has an outlet pipe with a diameter of about 10cms for +- chf 700
I then bought a plank of wood around 2.5m and had a carpenter cut it to a width +- 16cms into which he made a hole for the outlet pipe. He then fixed it to the door frame in such a way the door would still open, close and lock. total cost just under a thousand with labour.
Worked perfectly and really cooled our south facing living room down perfectly.
Make sure you know how many cubic meters your living room is so you buy the right size a/c but don't try an economize by going for an a/c that cools a 100 m3 room if the room is 120m3. Go for the next size up.

Just seen this which could work well in the bedroom. You'd either need a second a/c or have to move the one from living to bedroom. They're so inexpensive and the bedroom being smaller will mean less btu's so cheaper. In total about a tenth of what you were quoted.

You'd have to seal (heavy duty plastic and tape work fine) it but yes, a cat door could work for the outlet. Cat might be upset though!
Just a thought OP. As you're in Melide, for the bedroom you could have Galvolux in Manno come and cut and fit the attachment in the window. I assume they're double glazed sealed units and you might have to ask your landlord if you're renting - or be prepared to replace the unit. It worked brilliantly with me.

There is no specific ruling which defines maximum temperature, but there is this one:

It's basically rulings that must apply when sun exposure exceeds certain values - then measures to provide sun protection must be taken - jalousies/awnings/etc.
But there is no number which you can grab onto. In short, it's vague on purpose so people can't grab themselves to the rulings to "excuse" air conditioning (save the planet and what not).

Have a portable ac unit, but honestly only used it 2-3 times in the last 10 years.
But our apartment never goes above 24 (of course we are pretty good at shades and airing out at night)
