If you were being truly rational about it you'd realise that it's common sense that a society to permits certain activities and restricts others. Somewhere you draw the line on what's permissible. You might think that restricting fireworks to licensed and trained groups is a step too far - well, so do I, but it's certainly nothing to do with political correctness, and I wouldn't lose any sleep if it did happen.
Surprised on the dog comments of mass exodus! Lucky my hunde doesn't even budge to fireworks or thunder. But he will bark at the noisy drunks staggering along Seestrasse singing and shouting.
But in Solothurn (just like most -but not all - places in Switzerland), August 1 fireworks are restricted to, well you've guessed it, August 1.

I live in an area with sensible neighbours who look for open fields away from apratments to play with their fireworks. In anticipation, the farmers spent the past week "dressing" their fields with manure. Quite a deterrent.
I closed my window because of the mixture of cordite and manure was starting to close up my sinuses.
It doesn't say fireworks are restricted only on 01 August in this article. It only says police warns the public to be careful because accidents happen in handling fireworks on 01 Aug and the DAYS before.....
In fact, people acting dangerously and irresponsibly with any other hazardous item (a gun, knife, or aggressive dog, for example) are normally dealt with swiftly and there is a heavy penalty. Fireworks, however, seem to have fallen through the cracks.
There are plenty of people who use fireworks sensibly but there is a significant element of knobheads who think it is fun to let them off in a crowded place, which is nothing to do with cotton-wool wrapping of your nearest and dearest, just pure stupidity and lack of common-sense on their part.
