It’s not sarcasm.
He has a Swiss passport so doesn’t consider himself a foreigner.
I no longer consider myself a foreigner but having lived over half my life here that is to be expected.
But there was a modicum of sarcasm as well.
It reminded me of that old joke:
A husband, wife and their boy are trying to get to Switzerland. They know that if they successfully cross the river Rhein and claim asylum, they’ll get granted their Swiss passports.
The wife swims first, crosses the river and gets given her red passport.
The husband swims next, crosses the river and gets given his red passport too.
Next it’s the son’s turn. He starts crossing but gets into difficulties in the water.
“Help him!” cries the wife.
“No, leave him”, replied the husband, “He’s a bloody foreigner!”
