The reason crude(!) prices are relatively low is that China curbed imports.
Crude is not the problem.
It’s cracks: gasoline, kerosene and diesel especially because Russia became a net importer instead of a net exporter.
If you have a diesel engine, keep that tank filled up.

true. But the rest of the world consumers have a need. With SoH constrained, if there are no alternative sources, would chinese reduction only really keep the prices so low?
It’s refining capacity that is needed. And, like Rome, they are not built in a day.
I think it just comes down to supply and demand. While SoH flows have reduced, this has been compensated by releases from reserves, increased production elsewhere and smuggling/bypassing the SoH.
On the supply side, we have China reducing purchases and many countries reducing consumption as well as Russian refineries being out of action.

do the tanks have to be full for the season? they don’t know how much a season requires, with emergency needs?

I heard that because the supply side has moved to LNG, storage is not necessarily needed to the same extent as previously.
